However, this is a rather serious mistake - in our country, liability is provided for non-compliance with the norms of the law regarding the rules for driving any vehicle, and water types of vehicles are no exception.

Which boats require a license?

Owners of water transport do not always think about issuing a driver's license to drive a vessel. The fact is that this requirement does not apply to all categories of water vehicles, but only to its individual varieties. First of all, it applies to boats with an engine: if the vehicle has a motor, then a permit is required to drive it, otherwise it will be prohibited from entering any body of water; You can own such a boat, but you can’t manage it.

The need to obtain a permit to drive any small boat rises, when the parameters of the vehicle exceed the following standard values:

  • the total mass of the vessel (that is, the weight of the hull and engine itself) is over 200 kg;
  • engine power - more than 10.88 horses, when an electric motor is installed - its power is over 8 kW;
  • if the watercraft belongs to sports sailboats without a motor and without an equipped recreation area.

Motor boats are by no means the only type of transport, the possession of which dictates the obligatory presence of special maritime rights. Various self-propelled vessels also fall under the law. In some cases, a boat needs a driving permit - this applies to vehicles whose carrying capacity exceeds 100 kg inclusive. Another type of water transport, which is no exception to the rule, are kayaks - however, this applies only to those models whose capacity exceeds 150 kg.

A driver's license is not required to drive rowing rubber boats, as well as inflatable PVC boats. Vessels with an engine of less than 10 hp do not fall under the established rules. With.

Categories

Today in the Russian Federation there are several main categories of rights:

  • for driving motor, as well as all types of sailing boats;
  • for driving motor boats;
  • for driving a jet ski.

Accordingly, all types of vehicles on the water are divided into a number of categories:

  • jet ski - is a frameless vehicle with a motor, used to move through the water;

How to get a?

It is not at all easy to obtain a permit to drive water types of vehicles. The process can be conditionally divided into several important stages:

  • verification of the need for a driver's license;
  • collection of documentation during the medical examination;
  • driving instruction;
  • obligatory passing of tests;
  • filing an application for the issuance of rights;
  • issuance of a driver's license.

The conclusions of the medical examination are the most important document, without which you will not be able to apply for a driver's license in the future, therefore, learning to drive a vessel before receiving the results of the medical examination on the health group does not make sense, in some training centers they even require the results of the medical examination before enrolling in courses.

Education

In Russia, you can learn how to drive a water vehicle at special higher educational institutions, technical schools or courses. After successfully passing the exams, the shipowner is issued a certificate of successful completion of studies. Such a document must certainly be present in any person who intends to manage his own vessel.

An alternative is only a diploma of higher education in a specialty related to driving a water vehicle.

Paperwork

To apply for a boating permit it is necessary to collect and submit to the registration authority a set of the following documents:

  • passport of a citizen of the Russian Federation;
  • title documents for the vehicle you plan to drive;
  • an application for a permit for a vessel driver;
  • a certificate of successful completion of training courses for navigators or a document on higher education in a specialty related to driving;
  • receipt of payment of the required state duty;
  • medical report on the health group;
  • photos 3x4.

In addition, you will need to take photocopies of all documents with you.

The state duty is on average 1300 rubles. If you have not previously registered the boat, you will have to pay an additional fee in the amount of 1600 rubles.

With the prepared kit, you must contact the GIMS. Within the walls of this institution, all driver's licenses for motor boats are registered.

In general, it takes about a month to prepare and issue a document. It is possible to apply in three ways, citizens are now offered:

  • directly to GIMS;
  • transfer a package of documents to the MFC;
  • submit information through the portal "Gosuslug".

The first option is the most efficient and convenient - a driver's license is usually issued fairly quickly. But when contacting the MFC, the process will be slowed down, users often have to wait one and a half, or even two months in order to see permission to drive a vehicle. For movement in the maritime water area, international rights should be made.

Absence penalties

Please note that according to the current law of our country For driving on water modes of transport without a issued permit, administrative responsibility is established:

  • for driving a boat without the necessary license, - a warning or a fine of 100 rubles;
  • for the transfer of the right to drive a water vehicle to a person who does not have a permit with him, - a fine of 100 rubles;
  • for driving a watercraft by a person who does not have a driver's license, – penalties from 1 to 2 thousand rubles;

After the imposition of a fine, the shipowner is given 10 days to appeal it in court, after which the decision enters into force and is payable. In accordance with the Code of Administrative Offenses of the Russian Federation, the fine must be paid within 70 days from the date of issue of the receipt. If this deadline is missed, then the person will receive a delay and, accordingly, an additional measure of responsibility.

As a rule, the details for paying the amount of the fine are indicated in the receipt itself or in a court order.

The fine can be paid in several ways:

  • using online services, for example, WebMoney or Yandex money;
  • through the portal "Gosuslug";
  • using the payment terminal of the Savings Bank;
  • through the operators of any bank that accepts this type of payment.
